Flowering Tea (Or Blooming Tea) - What Is it and Who Invented Such a Factor?

There are numerous claims to the creation of this 'artistic tea' although exhausting info and proof seem to be thin on the ground. This leaves lots to the imagination and assumptions! A satisfying blooming tea is certainly a trial and error course of, and much more so when the standard of tea is taken into account.
